The idea here is to use brick or brick-like building units in an unconventional way, inspired by Herzog and de Muron's Tate Expansion. In this case, the traditional brick wall is turned into a flowing, open form. These bricks provide shade and privacy. The green in the drawing represents metal plate (or maybe the cut out container wall) welded together to infill the open spaces in the brick wall. The metal slats repeat the rectangular brick form at various scales, and act as the frame for glazing (or open air if not conditioned space) and daylight.
